Y'know, I can conjure up a thought experiment where ol' elitist Chiefie here can show us by example how that wold work. Without going into further detail, it includes force initiators screaming "IS THIS GOOD ENOUGH???"

Oh, look: His mission is all about "securing a feeling of security and safety."  No wonder bleaters who make that their priority would trust it to this authoritarian meathead.
