Wyoming is a "Constitutional carry" state. The only reason a resident would need a permit if for out of state travel.
It is, but the story says the kid drove to WY and you have to be a resident there for like 6 months before CC kicks in--although that confuses me, because they also don't issue permits to out of staters, so he must have planned on moving...
