I won't comment on the program the authorities are running, as that's sufficiently covered by so many articles.
The arrestee shows stupidity on so many levels, I don't know where to begin. If the reporting is accurate, the guy is missing a few screws, on top of all that dumb.
I know almost nothing about such objects, but I'd think that just taking it apart, separating everything, would be step one before anything else. (Step zero would be not putting it together, of course.)
