He fears - but not enough. The Constitutuion trumps a majority vote and fortunately those with firearms generally protect the Constitution.
Has not worked out that freedom of speach allows us to know our opposition and encourages them to reach for places on "100 Heads" lists - in his case probably not even the tail end of such a list ...
