They are the "only ones" who can arrest a federal employee doing his job! Neither rain nor sleet etc. I guess they left out the NYPD.
I am not a lawyer, but it seems to me that violating 18 U.S. Code § 1703 - Delay or destruction of mail or newspapers is a federal felony.
With no underlying crime, just arrest everyone for resisting.
