We're the Only Ones Excessive Enough?

Former Kansas Highway Patrol trooper indicted in excessive force incident [More]
The press release didn't give any more details, and "news" reports I've seen appear to be a rewording of the release.

I'm up to my ears right now and don't have time to research it. Anybody know what the allegation details are?

There is this: "Federal grand jurors in Topeka returned the indicted Wednesday in the case against James Carson. The indictment says Carson "physically assaulted" and caused "bodily injury" to a person identified only with the initials R.T. The indictment said the alleged June 2013 incident deprived R.T. of the civil right of due process." from https://www.usnews.com/news/best-states/kansas/articles/2017-06-28/former-kansas-patrol-trooper-indicted-for-excessive-force

"The indictment alleges that James Carson, while acting under color of law as a Trooper with the Kansas Highway Patrol, used excessive force amounting to punishment against R.T. The indictment further alleges that Carson’s use of excessive force resulted in bodily injury to R.T. https://www.justice.gov/opa/pr/former-kansas-highway-patrol-trooper-indicted-using-excessive-force

Can't find the specific details and their deleterious effects. Well protected officer by the media or hired a great publicist.
