And the people working there undoubtedly do. But for it to make a difference in their conduct they would have to give a crap. You're almost certainly talking about liberals/progressives. The only laws/rules/etc. they care about are the ones they can use to rain on other people's parades. When the rule affects them they ignore it - most often with utter immunity.
