The Squeaky Wheel

I wrote senator Gabbard back in November and asked him to submit a bill to repeal the ban on possession of "stun guns." [More]
And...
Senator Gabbard would be happy to introduce those three pieces of legislation (stun gun prohibition repeal, concealed carry, and ammunition magazine). He’ll send you the drafts when we have them ready.

If Hawaii is anything like Massachusetts (and when it comes to guns and one-party control of the government it surely is), they probably have the same type of shorthand.

Senator Leghorn has the bill drafted and introduces it to the assembly using a term of art, which in Massachusetts is “filed by request” (meaning, request of a constituent). This is coded notification to the rest of the Boys’ Club that he personally doesn’t stand behind it and hopes everyone else will extend to him the courtesy of ensuring it goes nowhere so he can go back to his constituent and say, “I tried for you, but nobody else wanted to go for it.” And Senator Leghorn will do the same for any other member who files a bill “by request.”
