In the scene where Hoover is shown, he is going through one of his thousands of dossiers on US Government officials (including Presidents) and Members of Congress. The scene would have been more effective if Hoover had on women's clothes, as evidently he was into that. It is said Kennedy, Johnson and Nixon all wanted to fire Hoover but were all frightened off because Hoover had too much dirt on them. He was our very own Lavrenty Beria but without the high death count.
As for the Bureau, what little faith I had left in it after Ruby Ridge was burned to ashes in Waco. History (9/11, Parkland, Boston Marathon and other "incidents") has confirmed my lack of faith. Break it up and give its responsibilities to other agencies.
