Notice it's in effect for a month (conveniently?) through the day after 9/11. Also, read L. and N. where he excuses actions of almost anybody helping out that causes death and injury to people and damage to property - that's a pretty big CYA. Makes me think there must be a federal level equivalent he used as a model for this.
