I guess there's no need to bother the public with trivial details -- like "the officer's" name or anything else about her.

OMG, there’s a burglar in my apartment, and he’s completely redecorated it, including furniture and fixtures!
I'm thinking one of two things:
The officer's self-induced impairment of some sort prior to arriving at the apartment or that there's more of a backstory here than we're being told. Likely some of each.
