Low-hanging fruit? A publicity stunt to cast suspicions on "enemies"?
There is certainly no reason to point at anyone who believes in the Constitution, as one of the requisites for that is belief in due process.

I am going with B) A publicity stunt to cast suspicions on "enemies", David. Either that or the bomb builder was / is completely incompetent. Usually people who make bombs are not incompetent. The first one usually gets the incompetents out of the picture.
