There is precedent.
After Dade County citizens protested about all Cuban refugees being settled in Miami, and no Federal dollars being spent to get them squared away, FedGov started busing some of then to Union City, NJ.
OTH, that's how Sen. Bob Menendez got elected so maybe never mind.
