The Migratory Bird Treaty Act of 1918 covers all migratory birds, their nests and their eggs, which means that the birds can't be harmed without federal permission. [More]If they're destroying what's mine, watch me. Who's to know?

And the blame falls on...Climate Change. Ta-Da!
"Warmer winters may have increased the number of vultures in the U.S., said Wayne Long, the Jefferson County extension agent for the University of Kentucky College of Agriculture, Food and Environment. Vultures, he said, take advantage of climate change and hang around more in a spot they like. "
Federal involvement in migratory birds is not authorized by the Constitution, and is therefore illegitimate. You can't make something legal by signing a treaty to do something that you couldn't constitutionally do before you signed the treaty.
