it includes ALL Federal officers. No exceptions.
Thing is, legally there are at least four different types of immunity, including qualified, absolute, sovereign, civil, and probably more. Qualified immunity is usually the province of municipal-level cops and executive (not legislative or judicial) branches, and would only affect them. It's my understanding that fedcops would fall under one of the other kinds. But frankly, that's a divide-and-conquer advantage for us, because if QI is attacked, most government weenies have no skin in that game anyway.
