Shortly after the Wright Brothers proved heavier than air powered flight was possible, with a really crappy excuse for an airplane, lots of people were working on ways to duplicate their work and go them one better. Within a few short years Fokker Eindeckers were patrolling over the trenches of Europe.
After they saw the two bombs used on Hiroshima and Nagasaki, the Soviets not only cloned the bomb, they also cloned the aircraft used to drop it.
Fast forward to today and you have an enormous open source community that reverse engineers things like those fire control systems for fun, then publishes the results for a world wide audience.
I really don't see a problem for American civilians who wish to get their hands on this stuff, provided they want to bad enough.
