I'm wondering where she got her driver's license and car registration from.

"Voting in Texas is limited to residents of the state, but Texas has some of the most liberal residency requirements in the country. Texans are allowed to maintain their residency even if they move out of the state, as long as they are moving "for temporary purposes only" and the person "intends to return after any temporary absence," according to the state's election code."
This is well known in the RV community. "Full timers," people who have no fixed abodes and are retired, or work online, or as "Workampers," or the like, still need a "permanent address" for insurance, license, and vehicle registration, as well as mail reception and forwarding. Livingston, Texas is one of the most popular, because of the lack of a state income tax, and because a major RV club offers exactly this service due to this quirk of Texas law. The local residents aren't at all happy about people all over the US voting for their local officials, but it's been going on for decades so they're resigned to it.
But she might 'have intentions of residing there sometime or other' and if memory serves that's ok with Texas statute.
She's not the first, won't be the last to play the 'guess where I live' game.
