Why don't they just send someone on a junket to Zimbabwe and South Africa, where all this work has already been done for them?
Maybe they can send Northam, he already has the cultural accessories.
Ultimately, they will not be able to stop people from voting with their money and/or their feet.
People who want single family housing can and will move to political jurisdictions that allow same. Ditto for businesses that wish to hire them.
