Bill Clinton tired of seeing Sarajevo lights on during his illegal bombing of Serbia, so he authorized the use of special munitions that dropped carbon fiber strips on Sarajevo power plants which shorted out the lines used for power distribution. That hospitals used electricity was of no concern to Clinton, or any other Democrat communist.
