"Pulse’s designation as a memorial does not make it part of the U.S. National Park System or require federal funding to be used in creating any monument."
I wonder if it comes with the same sort of strings as "National Historic Place?" If so, the owner is going to have severe buyer's remorse when he gets told that any renovation or upgrade plans he files to "his own" property from now on must first be approved by the Committee To Say No.
The owner of our town's "historical railroad station and hotel" thought he was enhancing the value of his property by getting this before putting it up for sale. Now this truly historic property sits crumbling by the side of the road, because absolutely no one wants to "own" a "socialized" property where all the decisions are made by some committee you're not even on, but you are obliged to pay all the bills.
