If she called in her Chief of Police and told them something on the lines of "You have 72 hours to get those thugs off of my streets or so help me God your replacement will!" and made it stick, there's no telling just how big an improvement she'd see.
But we do know this. Stats from every major city, from any time period you care to pick, show an interesting set of data. First, roughly 90% of your violent street crime is perpetrated by a hard core of roughly 10% of criminals. Second, the so called criminal justice system is already well aware of who these "Frequent Fliers" are.
It ain't rocket surgery. Pick up your ten percenters and you get a 90% reduction in your crime stats.
