These fights can be won with votes, period.
You might need money to get your message in front of the voters, but all the money in the world won't help worth squat if the voters don't care or don't agree with you.
You folks in what one "Ammoland" commenter calls Oregone are beating a dead horse on this one. The voters in the blue areas of your state have the numbers to make their tail wag the State's dog any time they want. The rest of the State either doesn't agree with you, don't care, or don't have the numbers to override what the scum in Portland want.
I truly sympathize with the fix you find yourself in, but you need to be truthful with yourself about the nature of things to have a prayer of fixing them.
