Two points:
1. That's either the editorial "we" or the imperial "we." I doubt he personally has any intent to personally confront anyone, much less shoot them.
2. Another abject failure of our school system who either slept through civics class or was never required to take one. Otherwise he'd know we don't have a democracy.
