A Good First Step

It's not "every terrible implement of the soldier," but it's a start. First, get this done -- I see it's been buried in committee for over half a damn year...

They also need to work on this:

“Under no circumstances may Congress leave the Militia unorganized, unarmed, or undisciplined--let alone knowingly and intentionally impose such conditions,” Vieira instructs. The very term is “an oxymoron,” he shows. 

Otherwise, it couldn't be "necessary to the security of a free State."

To the contrary. 10USC246 makes every able-bodied male citizen between the ages of 17 and 45 (plus a few others) members of the unorganized militia. That's the definition, not the qualification for enrollment. You are a militia man on your 17th birthday, and all the rights and responsibilities of militia membership fall to you automatically.

What does it mean for the militia to be "unorganized"? I haven't seen a good definition, but my sense is that an organized militia is subject to a legally enforceable chain of command. Automatic enrollment in the militia, then, would mean automatic conscription, anathema to many of us, tantamount to slavery.

What is lacking in the unorganized militia, however, is training--what i think is meant by the 2nd amendment as a "well-regulated" militia.

I don't want to see 10USC246 struck down--I want to see it taken seriously. This would mean, not universal conscription, but universal training, in accordance with Article I, Section 8, clause 16. Part of junior high or middle school citizenship education should include federally funded militia training. Not just basic gun handling and marksmanship, but something about the history, philosophy, and law of militia membership and self defense. Membership in the local ORGANIZED militia should be encouraged. (I'd suggest a bribe: attend the training musters for a year or two, participate in call-ups for civil unrest, search and rescue, and natural disaster, and participate in court-ordered firing squads) and your issued long arm, perhaps a semi-auto version of the military's standard issue, such as an AR-15, becomes your personal property.)

I'd love to see a uniformed, high-ranking law enforcement officer, perhaps the county sheriff, conduct the segment on how to behave during a routine contact, such as a traffic stop. "Here's what we expect; here's what may justify us to shoot you. Here's what you should expect; here's what may justify your shooting back." Imagine black teenagers being told by a black, uniformed officer that if the cops catch them on the street while NOT strapped, they will be held at the station until their parents come and chastise them for failing to uphold the responsibilities of free citizens! What better way to teach them that they are trusted, valued members of society?

Girls should also be trained for self defense, and offered membership in auxiliary support roles, but they must not be recruited for organized membership--they are the key asset the organized militia must protect. They are too valuable ("men are disposable, women are perishable") to be on the front lines.

School standings in local, county, and state marksmanship competitions should be as widely ballyhooed as football.

Concealed carry by teachers and administrators (at least until age 45) should be mandatory, both to protect students and to act as exemplars of good citizenship. Instead, school board fight allowing teachers to be armed at all. Such boards should be fired, immediately, and forbidden work in the education system ever again.

What Vieira is saying is that if the militia is not organized, armed, and trained, our representatives have failed in their duty to provide for the security of a free state.
