If anyone ever gets a grip on this issue, it will come about because more people will become aware that we have a shortage of SELF control, not of GUN control.
A good start would be if there were fewer "baby mamas" and more "wives" in certain elements of society.
The Feds might also want to take a close look at welfare programs that incentivize fatherless families.
