And once again, the round-about solution.
They don't have to ban guns everywhere. They just have to ban guns on public transportation, and anyone who uses it legally is disarmed everywhere they go.
Combine that with a dedicated campaign to reduce the number of privately-owned vehicles through licensing fees, parking fees, fuel taxes, etc. -- transporting yourself becomes prohibitively expensive for all but the very-wealthy -- and more "normals" will be forced to use public transportation, which means they're disarmed both during the trip and at the destination.
Different means to the same end.
