you have to admit that Rudy did make the streets safer...........from unauthorized windshield washers. Outside of a few motorists who didn't need to feel obligated to slip a buck or two to a "street person" to have his windshield made greasy I don't see the safety and security they are talking about. Unless slippery windshield was a huge safety problem in NYC.
