Police Chief James Fox is fully aware of the argument that gun buyback programs don't do much to quell violence.Even if he needs to resort to tea leaves, chicken bones and other primitive superstitions, like "gun buybacks".
But scrambling to cut a city murder rate that has surged this year, Fox is looking for answers.

Good point. If the medical community stayed focused on leeches ("Even if leeches save one child's life!") instead of, you know, reason and research, we'd have gotten nowhere.
