Call it a crazy hunch, but somehow, I don't think the solution includes harassing you and me.

The felonies they mention are: selling drugs and fleeing the scene of an accident. No rape, abduction, murder, maiming... He just keeps doing the same things, being a nuisance and making the cops look bad. Not 25 pages, but one page repeated 24 times.
Sounds like the guy just draws his freedom line in a different place. It'll be us too VERY soon.
