Well, imagine a federal law that would require all such recorders to BEEP every 10 seconds.
Lets cops know they're being recorded. Hey, it's a public safety measure!
and, of course, while recording video, all phones should be required to project this video onto a nearby wall of sufficient viewing size and play the audio at no less than 85 dBA.

This man suggests this soon after cell phone cameras keep BART subway police from covering up yet another murder of a member of the public IN public? Easy to see which philosophy King supports. They have no shame, no compassion, no respect for anyone but their own.

An attempt was made to blackmail an Indonesian President back in the 60's, with pictures of him in a sexual liason with a much younger woman. Instead of being initimidated, the President asked for extra copies of the pictures so that he could show everyone that he still had that capability.
Just as police car videos now are "lost", microphones turned off or covered, and the suspect intentional moved out of camera range, video cameras will either reinforce or destroy the officers' credibility and can be used as evidence (for or against the suspect) and for training (reinforcing appropriate action or demonstrating inapproriate action). The camera is neutral and unbiased, and when held by bystanders to an arrest, uncontrollable by the officers. Witnesses can me manipulated, video less so.

Even if cellphones were required to make a sound whenever a photo was taken, any enterprising hacker could simply disable the sound and the instructions would be on Youtube an hour later.
Our politicians are sometimes really stupid.
Speaking of privacy and technology: Swiss police said today they stumbled across a large marijuana plantation while using Google Earth, the search engine company's satellite mapping software.
I'm sure they were just checking to make sure their version of Emergency 911 had accurate data...
