They "plotted to use grenades" but they only had "one improvised explosive device"?

I can't help but wonder who contributed most to the "plot."

He's long gone, provocateuring in Arizona by now, probably.
Again, a gift of the War on Drugs mentality, which has now become the War on Raw Foods in California and I believe Pennsylvania. How DID we all survive before Louis Pasteur and Lyndon Johnson?
