Government employee and their "missions."
The FBI monitors social networking sites for people who TALK (and talk and talk and talk) about blowing up infidels, then contacts them, encourages them, provides them with explosives training and dummy bomb materials, and then "catches" them at the last minute. Glory and adulation.
"Uh, Bill, you DID switch the fake explosives for the real ones, right?"
"I thought you were going to do that, Tom."
"Never mind. Obama says we're big enough and tough enough to absorb a few losses."
