Of course not. A dog chained up in a garage is such a threat. He will probably be hailed a hero for saving "the children" from such a dangerous animal.
Standard prior protocol: when responding to a domestic, at least one individual will go to jail
New protocol: when responding to a domestic at least one individual or pet will be killed without cause
"The first officer faces no disciplinary action, but he will have to go before the shooting review board and face an internal investigation."
They forgot to finish the sentence, "...shooting review board and face an internal investigation, before being exonerated and cleared of any wrong-doing."
Also, from the news piece, "“I said, ‘Why [did] you shoot my dog?’ And he said, ‘Well, I'll blow your brains out.’"
First he goes into a man's home and wantonly destroys some of the man's property, then he threatens murder. Jeepers, what is the correct response when someone comes into my home, destroys my property and threatens to murder me? Hmmm?
Thugs with official sanction are still thugs. Gangsters in State costume are still gangsters. They should be dealt with accordingly.
