A Global Deterrent

Some global supporters of gun control, in particular, say the Connecticut shootings underline the urgent need to implement a proposed treaty curbing the international trade in small arms, in part to prevent such tragedies. [More]
OK. "Authorized Journalist" Harvey Morris, flesh it out for us ... you've set us up with a premise, now expand on it.  Because the usual suspects pooh-pooh opposition to the ATT as paranoia, tell gun owners they have nothing to fear, and that the treaty won't have any effect on the Second Amendment, it's merely an export agreement between nation states or some such devious blather.

How would a ratified and enacted UN Arms Trade Treaty have prevented this, or had any impact at all?

Come on, man, you started this dialogue.  Explain how.

They have nothing at all that will actually work. That's why everything they propose is, "...in part to prevent such tragedies." Their "parts" don't add up to a solution.
