That adds up to about $12BILLION per year, or about 5% of the state's gross product. Factor in the costs of the new prisons that will need to be built ad the new correctional staff that will be needed, and it's ever more absurd.

Factor in also the loss of productivity of the new inmates, the costs of supporting their families on welfare, and the inevitable lawsuits over the conditions of incarceration, and Connecticut will go to hell in a hurry.

you're spot on, unless....
It could be a simpler plan.
Arrests and the subsequent defense are a boon to the trial lawyers and the court system as a whole. Some who choose trial may win, at a cost. Some won't, at a cost. Many more will opt for a plea bargain.
The result doesn't necessarily mean jail time. For sure it means a financial boon for them, the results are very destructive for those caught up in the system. The financial strain it causes, the anxiety, and the fact those convicted or plea bargained out will have convictions hanging over their heads for life. Mug shots are linked to facial recognition software everywhere these days. Coupled with black box license plate scanners and on board computers in cop cars. Unless you have a violent history they do not need to put you in jail...You'll be living like you were any way!!
PTSD as a parting gift when they are done with you...
