Regardless of state law, the more users, the more 4473-eliminated prohibited persons. Plus, and most importantly to the agenda he fronts for, if the precedent is allowed to stand, the principle could be used to hold "sanctuary" states and cities accountable for the damage they're inflicting on the rest of us.
As for the whole War on Drugs, to those who say it isn't working, I'd counter the cartels and the government like what they're getting out of it just fine. It's working exactly as intended. Nobody still believes either side means to actually end the "illegal" drug trade, do they?
