Every public statement he makes is crafted and vetted by master illusionists. This was just part of the Big Lie he's counting on the media to trumpet and low information dopes and fanatic minions to swallow.
As for befuddled delivery, sure, losing it is a possibility. For some reason, Cartman comes to mind. Either that or drugs.
