Mr. Buchanan: We Are Not a Democracy—And the World Needs to Learn From Us [More]
I don't think Buchanan is confused -- his column is critical of the results of democracy and does give a nod to "Republic."  I think his critic is taking this out of context of the whole body of Pat's work and missing those nuances.

Does Buchanan really have to include a caveat every time he uses the word for those who evidently haven't been following along?

And why does this come to mind?

"The view, however, that democracy provides not merely a method of settling differences of opinion on the course of action to be adopted but also a standard for what opinion ought to be has already had far-reaching effects. It has, in particular, seriously confused the question of what is valid law and what ought to be the law. If democracy is to function, it is as important that the former can always be ascertained as that the latter can always be questioned."
