Go back BEFORE the FBI's inception i.e. the Palmer Raids under the BI (FBI's predecessor also under Hoover who designed the Palmer Raids). The filth has ALWAYS been there. By making Hoover the FBI's director Harlan Stone hoped Hoover's promotion would mean no more criminal conduct such as the Palmer Raids, originating under his command. History shows Stone was very much self-deluded in this belief.
