As a former Asheville resident this action surprised me. This is the town where, 20 years ago, "homeless" people were allowed on the downtown streets at all hours to panhandle, harass and intimidate residents and tourists alike without any police intervention. After one particularly threatening encounter I began carrying a concealed pistol even though NC law did not "allow" it at the time.
