But Don't Take MY Word For It: Take HIS

Zuckerberg said in July 2020: “I do just want to make sure that I share some caution on this [vaccine] because we just don’t know the long-term side effects of basically modifying people’s DNA and RNA … basically the ability to produce those antibodies and whether that causes other mutations or other risks downstream. [More]

If that has not changed, what are "our leaders" doing?

I'm not convinced there's a smoking gun here. Zuck made those statements back in July. He made his contradictory statements four months later. It's completely plausible that he learned things about the vaccine in that time that addressed his concerns. Now, if somebody caught him saying the July things again in January, yeah, big smoking gun.

What could he possibly have learned in MONTHS to be able to alleviate his stated concerns about LONG-TERM EFFECTS?

His concern was about long-term effects caused by the vaccine's changing a person's DNA or RNA. The vaccine producer's party line (or maybe it's just Fauci's) was that the vaccine does not change a person's DNA or RNA in the first place. That being true (assuming it is), then the concern about that aspect in particular causing long-term effects evaporates. Since Zuck doesn't express any other concerns about the vaccine in his July statement, presumably he had none.
