You know what they say: the only good witness is a dead witness.

Wrong.
The correct answer would be along the lines of "We would rather they felt like we had the crime situation under control. That they neither had to witness crime or had to defend themselves from it."
Remember the old line about "I carry a gun because a cop's too heavy?" Carrying a gun is somewhat less uncomfortable than carrying a cop, but most folks would choose to carry neither if they didn't feel it was necessary. So the key to getting fewer people to decide not to carry is to get them to feel they don't need to.
How to do that? Pretty simple really.
1. Identify the bad guys (or girls).
2. Put them in jail until they're no longer bad guys (or girls).
Can't do that?
Well then, get used to John or Jane Q. Public being armed while they frequent business that are also armed.
