The article then goes on to say "The act will allow any law-abiding person over the age of 21 to carry a gun under his or her clothes while in the state."

Which is it?

UPDATE-- Here's the bill and it says:
This bill:
26          ▸     provides that an individual who is 21 years old or older, and may lawfully possess a
27     firearm, may carry a concealed firearm in a public area without a permit;

Is a resident of, say, Texas, any person?

Or is it only for bona fide Utahns with some undefined proof of residency?
