I suspect that is a good part of the threat driving the vaccination demands. Even if the mandate is blocked "officially", the Dems can make life miserable by needless inspections and denial of contracts and grants. Nothing "overt", of course.
I sensed him holding back. i wonder how he really feels about the subject.
