Suppose we can line up 34 state legislatures to have another try? And could Article II be amended such that "...the prior US Code and Code of Federal Regulations should be made null and void in such states as shall vote to ratify the amended Constitution?" (Or language to that effect.)

Sorry to go all Madisonian--don't seem to be able to help myself, when I'm pushing a Constitutional Convention.
