In another era, concentration camp inmates would do the gardening. Most tyrannies are very big on making a show of intellectualism and art for the betterment of the people. After all, it costs THEM nothing, and most people love "free" stuff.
I imagine -- just imagining, now -- that the duration of yellow lights will be set shorter and shorter, to provide a huge crop of "red-light runners." For the good of society. The occasional fatal accidents and maimings will be considered a small price (for us) to pay.
