The article actually lists his name, David Denton, and alleges he'd crashed a "department car".
Drunk on duty?
Granted, the assumption of innocence must apply, though as David Codrea points out, the use of kid gloves with this guy as contrasted to how they imprison someone sleeping it off in a parked car is pretty appalling.
