So if these were "unplanned shootings", how many were planned? And isn't another word for "planned", "premeditated"?

This is kindergarten stuff.
PDs everywhere are laying off due to budget cuts. Here are some excellent candidates.
But I doubt they will be touched. They have that special something tyrants need. They're JUST SMART ENOUGH most of the time.

As for Chief Fong, we know police chiefs are politicians first, officers a distant second.
