The 21 age limit was set by GCA68. In 1970, the voting age was lowered to 18 along with the right to drink (in most states). If someone is old enough to vote and to serve their country, they should be able to purchase a handgun. We let them buy long guns, which in reality can be more lethal than a handgun.
