A Classic Bystander Effect

Video shows woman being beaten while crowd watches [More]
I like the way the egghead shrink in the video says guns are to blame for no one getting involved. A classic scapegoating effect.

No guns were involved in this incident either, so he must be right!

It's your and my fault.

Someone should enlighten him to the REAL issue that stopped people from intervening, it's Philadelphia. I'm not saying the people of Philadelphia are insensitive and uncaring, they just know that stepping in would mean retaliation. If this dude is willing to beat a woman on a public street in the middle of the day, you can assume he's capable of all sorts of atrocities. Considering the record Philly has for incarcerating those arrested for engaging in criminal firearms usage, these people can assume he will be on the streets looking for anyone who got in his way by noon the next day...and given the police response time for this incident and their disdain for any formm of civilloan self-defense, there's no need to get all highbrow to explain people's lack of response.

Ah! Philadelphia, the City of Brotherly Love, just not that brother, or the others standing by watching the beating. Why do I suspect that many of them are convicted felons?
